
LBL Announces Church and School Marker Project ~ The number one request heritage has received from former residents and their descendents is to mark the sites of former churches and schools. LBL Heritage staff is purchasing the marker posts to install at the locations of former churches and schools. After checking the current list of churches and schools and you know of some that have been missed or if you would like to work with us and former residents to help install the posts when they arrive , please contact Jamie Bennett (270-924-2015) or at jwbennett@fs.fed.us.

Heritage Programmatic Agreement and Implementation Plan
As provided by the National Historic Preservation Act of 1966, as amended, LBL intends to develop a Section 106 Programmatic Agreement and concurrently, a Heritage Implementation Plan to begin complying with Section 110 of the same Act.

Final Drafts - Programmatic Agreement and Heritage Implementation Plan
There are two separate Final Draft Programmatic Agreements (PA) and the draft Heritage Implementation Plan available for review and comment. The two PAs still have many similarities, one is just less all-inclusive as the other. Below is a summary of the contents of the two PAs:
Kentucky version of the PA contains streamlined reporting for 3 situations:
• Undertakings where no historic properties identified
• Undertakings where Area of Potential Effects (APE) is previously disturbed (no in-situ deposits)
• Prescribed burn undertakings (given we follow developed strategy)
and also includes:
• Process for consulting in event of catastrophe, dangerous conditions, and unanticipated discoveries
Tennessee version of the PA contains:
• Streamlined reporting for all undertakings (given we follow developed protocols and strategies) including Timber and other ground-disturbing undertakings.
• Process for consulting and resolving adverse effects
• Process for consulting in event of catastrophe, dangerous conditions, and unanticipated discoveries

- Road 108 Culvert Replacement
Project Description: replace culvert due to deterioration and overall structure failure with an agency approved culvert design following best management practices.
TRIBAL CONSULTATION
Tribal consultation is now being coordinated with NEPA project planning to inform Tribes about proposed undertakings and to meet the requirements of the National Historic Preservation Act of 1966 as amended, the American Indian Freedom of Religion Act, the Archaeological Resources Protection Act and the Native American Graves Protection and Repatriation Act.
Our goal is to provide your Tribe with the opportunity to identify properties to which you attach religious and/or cultural significance as well as to voice any concerns about potential adverse impacts. Any sensitive sacred sites or traditional cultural property information shared will be maintained in confidential files by LBL heritage staff.
PUBLIC PARTICIPATION
Section 106 public participation is also now coordinated with NEPA project planning.
